Many people complained that the PPSSPP version wasnt working, so heres the version developed specifically for Android by Konami. I was skeptical about posting links to this because Konami filed a report against all the sites hosting its games. Ill advise you download this now before we get reported again. Its really annoying getting pulled down from the top search results.
